The plot centers on Jessica (Juliet Sorcey), an 11-year-old whose mother died when she was three years old. Jim (Doug Sheehan), her father, is a workaholic who has little time for her. Jessica obtains a free wish from a wishing well just before the Christmas holiday season. Philomena (Doris Roberts) grants her request for a mother for Christmas, and Amy (Newton-John), a department store mannequin, is brought to life to be Jessica's mother.
