The year is 1995, and we're somewhere in the Balkans. A group of aid workers must solve an ostensibly simple problem in a nearly completely pacified territory that has been devastated by a cruel war, but some local residents, the retreating combatants, the United Nations forces, a large number of cows, and an absurd bureaucracy will stop at nothing to obstruct their efforts. Eventually, they will be forced to leave the area.
