Annie is a young, happy foster child who is also tough enough to get by on the streets of New York in 2014. When she was a baby, her parents left her with the promise that they'd come back for her someday. Since then, life has been hard with her mean foster mom, Miss Hannigan. But everything is about to change when Will Stacks, a tough businessman running for mayor of New York, takes her in as a thinly veiled campaign move, on the advice of his brilliant VP and his shrewd and scheming campaign advisor. Stacks thinks he's Annie's guardian angel, but Annie's confidence and positive, "the sun will come out tomorrow" attitude might mean it's the other way around.
