Winter in Tokyo. Although the Youth Ordinance Bill is being used to enforce curfews for minors and limit the usage of the Internet, young people continue to struggle for their own independence using underground ways despite the use of this legislation. Surat is the name of one such organization. After much deliberation, they have decided to take on Fumito Nanahara, a guy who wields considerable power within the political realm and who, in many ways, governs Tokyo with an iron grip. While utilizing the Internet as a tool to get more information on Fumito, they come across "Tower," a secret organization behind Fumito that participates in human experimentation and is responsible for the disaster.
