Sam Lowry, a low-level bureaucrat, escapes the monotony of his daily life by daydreaming of himself as a moral hero saving a beautiful damsel. While investigating a case that resulted in the false arrest and eventual death of an innocent man instead of wanted terrorist Harry Tuttle, he encounters the woman from his daydream and becomes entangled in a web of mistaken identities, mindless bureaucracy, and lies in his attempt to help her.
