Two corrupt cops have devised a lucrative, seemingly foolproof money-making scheme: they sell drugs that they have seized from traffickers, kill the dealers, and then blame the crimes on street gangs, which they believe is their fault. When they kill an undercover DEA agent posing as a drug dealer and then attempt to cover up their crime, everything appears to be going swimmingly for the group.
