The story takes place in 2027, one year after the fourth non-nuclear war ends. When New Port City is bombed by a self-propelled mine, it is still reeling from the war's consequences. Then a military member suspected of taking bribes for guns is killed. Daisuke Aramaki of the Public Security Section meets Motoko Kusanagi, a cyborg wizard-level hacker assigned to the 501st Secret Unit. Kusanagi is suspected of being behind the bombing, according to Batou, who has the "eye that never sleeps." Detective Togusa of the Niihama Prefectural Police is investigating both deaths. Kurutsu, the head of the 501st Secret Unit, and cyborg agents are keeping an eye on Motoko.
