The upcoming installment's tale takes place in the winter of 2028, amid hints of postwar reconstruction. Tensions are escalating in New Port City as rallies against international cartel interests take place. As a result of this, a shooting incident involving riot police occurs. It all began with the terrorist "Fire Starter" releasing a cyberbrain infection. Makoto Kusanagi's independent offensive squad entrusts the suppression of the crisis to their spirits and seeks their own retribution. The "tin girl" Emma and the "scarecrow guy" Burinda Junior are hidden beneath the surface of the occurrence. Kusanagi's handling of the situation brings her closer to discovering what those two ghosts were looking for.
