Throughout his administration, Lyndon B. Johnson stated repeatedly that the US military's eventual victory in the Vietnam War depended on capturing the Vietnamese people's "hearts and minds." Filmmaker Peter Davis employs Johnson's remark ironically in this anti-war documentary, which juxtaposes interviews with military figures such as US Army Chief of Staff William C. Westmoreland with terrible scenes of murder and brutality.
