After Yakuza members kill Tokyo's governor, the CIA bureau chief for Tokyo, William Atherton, sends a message to an agent, Steven Seagal, who was raised in Japan and trained by ex-Yakuza. Using his old connections, he quickly figures out that a war is about to break out between the old-school Yakuza and Takao Osawa, a young, crazy leader with ties to the Chinese Tong.
