When the daughter of veteran 911 call center operator Pamela and her estranged husband Jeremy, a Senior Police Officer, is kidnapped and held hostage, they are left desperate, with no choice but to follow the kidnapper's rules: dispatch all police and fire units to remote locations throughout the city, where they are met with chaos. They don't know who or why, but they do know that if they don't work together discreetly, they will be solely responsible for facilitating the city's biggest crime in history. Now they must choose between saving the city and saving their daughter in a race against the clock.
