Mr. Meacham, an elderly wood carver, has delighted local children for years with his tales of the fearsome dragon that lives deep in the Pacific Northwest woods. These legends are nothing more than fantastic tales to his daughter, Grace, who works as a forest ranger... until she meets Pete, a mystery 10-year-old with no family and no home who claims to live in the woods with a big, green dragon named Elliott. Elliott appears to be eerily similar to the dragon from Mr. Meacham's stories, based on Pete's descriptions. Grace sets out to find out where Pete comes from, where he belongs, and the truth about this dragon with the help of Natalie, an 11-year-old girl whose father Jack owns the local timber mill.
