A playboy business tycoon named Liu Xuan buys the Green Gulf, a wildlife reserve, for a sea reclamation project. He then uses sonar technology to get rid of the sea life in the area. He didn't know that merpeople lived in the Green Gulf, and that the sonar was making many of them sick or kill them. Xuan's business in the area is in danger when he meets Shan, a mermaid sent to get revenge for her people.
