Police chief Xavier Quinn is looking into the gruesome murder of one of the wealthiest people on a Caribbean island. He was found with his head cut off in his Jacuzzi. Xavier isn't sure that Maubee, a small-time thief, is to blame, even though the local political establishment, especially corrupt Governor Chalk, says so. Because of the police chief's personal history with Maubee, this view isn't as clear as it should be. Their friendship began when they were young. They have been together ever since.
