In the not-too-distant future, a totalitarian state led by 'The Director' (Seagal) will exercise complete control over all spheres of existence. All adversaries of the state are dealt with harshly. The majority are assassinated by assassins working for the secret government. The most skilled operative is codenamed "Condor" (Messner)–an elite government agent and assassin. However, after failing to assassinate an opposition leader on his last job, "Condor" finds himself on the run from the government agency for which he works. This initiates a series of events that have unintended implications for everyone involved.
