A data card from a video camera is found at the scene of a murder when a detective is brought in to investigate the execution of his partner, which took place on the side of the road. The video material on the card was captured by two runaway adolescents who are putting together a documentary on the death of one of their siblings as a result of drug use. The investigator follows in the footsteps of the teenager and soon discovers a trail of bodies that can be followed all the way back to the headquarters of the police department.
