Gen. Francis X. Hummel is about to launch chemical weapons from Alcatraz Island onto San Francisco when FBI chemical warfare expert Stanley Goodspeed and a former British spy, John Patrick Mason, are dispatched on an urgent assignment. It is Gen. Hummel's demand that the families of servicemen who died in covert missions receive $100 million in war reparations. Stanley and John have to cope with the soldiers on their own after their SEAL squad is wiped out.
