Gaira, a sea creature that looks like a person and was made from Frankenstein's monster's cells that were thrown away, attacks the shores of Tokyo. While the Japanese military gets ready to act, Gaira's brother Sanda, a Gargantua, comes down from the mountains to protect his family.
