When Asprin (Mang Hoi) and Strepsil (John Shum) steal belongings belonging to a slain man, they unwittingly become entangled in a murder investigation. Thieves found a microfilm in the man's passport, which they gave to a friend of Panadol, a forger (Tsui Hark). Inspector Ng (Michelle Yeoh) and Inspector Morris (Cynthia Rothrock) from Scotland Yard have been assigned to investigate the matter. After tracing the bumbling criminals, the cops are on the trail of Triad leader Tin (James Tien), who will stop at nothing to reclaim the incriminating film. With his hitman and bodyguard (Dick Wei) at his side, Tin proves to be too much for the inspectors to catch legally, so they give up their badges and go after Tin alone in despair.
