One of the FBI's most wanted fugitives, Raymond "Red" Reddington, surrenders in person at the FBI's Washington, D.C. headquarters. He maintains that he and the FBI have the same goals in mind: apprehending dangerous criminals and terrorists. He's compiled a list of the most dangerous criminals and terrorists over the previous two decades, which the FBI has been unable to track down since it is unaware of their existence. "The Blacklist," according to Reddington. Reddington agrees to help, but only with Elizabeth Keen, a rookie FBI profiler.
