Based on the real-life killings of Richard Speck. It doesn't take long before Warren Stacy starts killing women. He always does it while naked, which makes it hard for anyone to find any physical evidence of the killings. Detective Leo Kessler is sure that Stacy is guilty, and even though his partner doesn't want him to, he plants evidence to put him in prison even though she doesn't want him to.
