Oleg, a criminal from Eastern Europe, and Emil, also a criminal, arrive to New York City to collect their half of the proceeds from a theft. While they are there, Oleg steals a video camera and begins filming their activities, which include both legal and illicit endeavors. They target media-savvy NYPD Homicide Detective Eddie Flemming and media-naive FDNY Fire Marshal Jordy Warsaw, the police officers investigating their murder and torching of their former criminal partner, filming everything to sell to the local tabloid TV show "Top Story." When they learn that the American media circus can make a remorseless killer look like the victim and make them rich, they decide to take revenge on the police officers.
