China is in a crisis at the turn of the twentieth century. The country is divided, the people are hungry, and recent political reforms have made problems worse. An emperor aged seven and his merciless mother, Empress Dowager Longyu, rule the Qing Dynasty after 250 years of unchallenged reign. Huang Xing recently returned from Japan, where he learned new warfare techniques. When he sees his country disintegrating, he feels compelled to take up the sword.
