In the far future of technology, society has attained its ultimate Net-based form. A "virus" in the past caused the automated systems to spiral out of control, culminating in an infinitely replicating, multi-level city structure. Now, mankind has lost access to the city's controls and is being hunted and eradicated by the Safeguard protection system. In a tiny part of the city, a community known as the Electro-Fishers faces extinction, stuck between the danger of the Safeguard and depleting food supplies. Zuru goes on a quest to obtain food for her town, but accidentally brings about its destruction when an observation tower detects her and dispatches a Safeguard pack to eradicate the threat. With her comrades dead and all escape routes barred, the only thing that can save her now is the sudden entrance of Killy the Wanderer, on his search for the Net Terminal Genes, the key to restoring order to the planet.
