Mr. Alexander, an old-school leader who governs his criminal empire with both dignity and savagery, is portrayed by Seagal. He sends his greatest enforcer and protégé Roman Hurst to carry out a routine prison hit (Foster). When the hit fails, Hurst is forced to pay the price for his failure: exile from the city he nearly ruled. However, a battle for the city's soul is building between Alexander, a cold-blooded mobster dubbed 'The Iceman' (Rhames), and a ruthless Mexican cartel. Hurst, with the assistance of an ex-con restaurant owner (Trejo), will rediscover his own will in order to survive the impending war and exact vengeance on those who have wronged him.
