Raymold Avila, a bright young man, joins the LAPD's Internal Affairs Division. He and his associate Amy Wallace are soon digging into the activities of cop Dennis Peck, whose financial assets appear to be questionable. Indeed, Peck is involved in a variety of shady or criminal enterprises. He's also devious, womanizing, and a cunning manipulator, and he's starting to focus on Avila.
