It was in 1877 that Montelusa, Sicily, Italy, became a part of Italy. Giovanni Bovara, the new chief inspector of the mills, is in charge of collecting a very high tax from the people who work there now. Despite being Sicilian born and raised, he thinks and speaks like a person from northern Italy. He doesn't understand how the law of silence works in Sicily, so he makes a lot of enemies when he refuses to back down.
