With his feet trapped in cement, street-smart gumshoe Tony Rome discovers the dead body of a beautiful blonde while diving for lost treasure. Rome wonders if there is a connection between Waldo Gronski and Sandra Lomax, a lady he was hired to discover by Gronski soon after. He sets out to discover the woman, and in no time at all he gets himself entangled in a sleazy racketeer and a stunning party girl.
