Gokumonjou, an impenetrable jail, was built in the middle of a vast lake at the dawn of the Meiji era to combat the new age's escalating crime rates. Tenka, Soramaru, and Chuutarou, the renowned Kumou brothers, serve as ferrymen. Tenka, the eccentric family patriarch, Soramaru, the reckless but honorable eldest, and Chuutarou, the guileless youngest, serve as ferrymen. Together with their housekeeper, Shirasu Kinjou, the three spend comparatively tranquil lives in the perpetually overcast city of Oumi, despite their gloomy occupations. Nonetheless, buried within the lengthy history of Oumi lies the legend of the fearsome "Orochi," a serpentine beast that emerges every three hundred years in a human body. Unbeknownst to Soramaru and Chuutarou, the actual mission of the Kumou family is to lock away the Orochi before it completely reawakens, or else the world will be engulfed in catastrophe. In the midst of the new resurgence of the monster, the Kumou family must find the willpower to continue laughing despite the clouds.
