Big Steve Halloway, a gambler and owner of the Horseshoe Cabaret in New York, where his lady, Bangles Carson, performs, is in desperate need of funds. He gets his other bookies, particularly Sorrowful Jones, to give him $1,000 apiece if his racehorse, Dream Prince, loses. Sorrowful comes into a gambler who has lost $500 and wants to place his stake but is unable to come up with $20. Instead, he uses his daughter, Marthy Jane (Shirley Temple), as a "marker" or security. He kills himself after losing his bet, leaving "little Miss Marker" in the care of Sorrowful Jones. While Steve hides out in Chicago to avoid being investigated for his shady bets, he entrusts Sorrowful with the care of Bangles, and the "money digger" assists "tight-wod" with his problems. When Big Steve discovers that Bangles is engaged with Sorrowful, he returns to New York to take action.
