Roy Parmenter is a San Diego FBI agent; his colleague was assassinated 20 years ago by a Soviet spy known as Scuba, who is still on the run. Scuba is now attempting to extort the Soviets; to demonstrate his seriousness, he is assassinating their operatives one by one, including "sleepers," deep cover spies awaiting orders. Roy conducts an interview with Jeff Grant, a high school student who is applying to the Air Force Academy. Roy discovers that Jeff's parents are liars during a standard background check. He must determine whether Jeff is also a spy, confront the parents while maintaining their safety, and apprehend his opponent. Meanwhile, the Soviets have dispatched their own scout, the reclusive Karpov, to apprehend Scuba. Allegiances change; it's a game of cat and mouse.
