Lupin has set his sights on Zufu's national treasure, which the country's late king had placed for safekeeping on a mysterious floating island. The island's super-intelligent defense mechanism, on the other hand, proves too much for Lupin, Jigen, and Goemon to handle on their own. The key appears to be linked to the princess of Zufu, the royal family's sole survivor. She is being held captive by Zufu's current ruler, General Headhunter, who recently seized power after secretly staging a coup and assassinating the country's king and prince. When Lupin's gang kidnaps the princess in order to obtain the key, they bring with them a deadly Zufu police agent named Olèander as well as a million-dollar bounty placed on Lupin's head by the psychotic Headhunter. Lupin must now find a safe way to the treasure while avoiding bounty hunters at every turn.
