When a terrorist attack is blamed on an Air Force jet, a Japanese police team using large anthropomorphic robots (dubbed Labors) becomes embroiled in a political battle between civilian and military authority. The squad gets close to a terrorist leader with the help of a government operative to prevent things from spiraling out of control when the military is forced to declare martial law.
