Ching is a prisoner in a Honk Kong jail that has a lot of people from the People's Republic of China there. Ching flees to see his young son, who has been put in an orphanage by his father. He gives himself up to the authorities, but the chief of security, Zau, makes sure that Ching is set up in the eyes of the Mainland gang, led by the friendly Dragon. There, while on the run, Dragon and Ching hook up and form a friendship. A riot breaks out when Ching is recaptured by the mainlanders. To protect his own skin, he starts it. Skull and Zau set Ching up. In the chaos, Ching tries to get back at Skull and Zau.
