Year 2116—Japan's government begins exporting unmanned drone robots from the Sibyl System to problematic countries, and the system quickly spreads throughout the world. SEAUn (the South East Asia Union), a state engulfed in civil war, experiments with the Sibyl System. The new method brings brief calm and security to the coastal town of Shambala Float. However, SEAUn continues to dispatch terrorists to Japan. They infiltrate the Sibyl System and then launch an inside attack. This tragedy is surrounded by the shadow of a certain man. Tsunemori, in charge of the police, travels to Shambala Float to conduct an investigation. On this new foundation, the truth about justice will become obvious.
