Leon S. Kennedy, a federal agent for the United States, infiltrates the so-called "East Slavic Republic" in order to investigate rumors regarding the use of Bio-Organic Weapons (BOWs) in the ongoing civil war there. Both the United States and Russia are making preparations to intervene in the conflict together. The United States government gives him an instant departure order as soon as his infiltration is complete. Leon, who is intent on getting to the bottom of the matter, disobeys the order and heads out onto the battlefield in an effort to put an end to the tragic chain of events that the BOWs have generated.
