Jes Morales, the head of the Colombian drug cartel, is rumored to be the one who covertly pays for the services of a sniper known as "The Devil." This assassin is known for his ability to take out one by one the adversaries of whoever hires him. Morales is able to consolidate his power and seize control of further smuggling routes into the United States as his enemies are eliminated one by one. Because of the danger that this poses to the nation, the Drug Enforcement Administration (DEA) dispatches DEA agent Kate Estrada, who has been monitoring Morales for many years, and Marine sharpshooter Brandon Beckett to Colombia. Their aim was to eliminate "The Devil" and send Morales back to the United States to face justice for the crimes he committed there. The agents believe that they have everything under control, but Morales and "The Devil" have prepared a number of surprises in order to thwart the agents' efforts and prevent the mission from being successful.
