Black and White are put in the position of facing their most formidable foes to yet when a group of unknown businesspeople from another country show up with the goal of demolishing Treasure Town and building an entertainment park in its place. It is up to the peaceful White to rescue the destructive Black from the clutches of his own sinister nature, while the fate of the city rests in the hands of Black. On the street of an unknown city, literally high-flying urchins of Black and White look out for invasions from other gangs into their territory. White is only 11 years old, but he is so incompetent that he cannot even clothe himself. He is incredibly dangerous in a battle or when carrying a weapon. Black, who is only a little bit older and more experienced in the world, shows his friend a fatherly affection. Both parties refer to their own cities as "our town." The world-weary yakuza chief Suzuki, sometimes known as the Rat, is also prone to viewing the city as if it were his property. Suzuki, concerned that the village has become too tranquil, begins to make plans for his return, much to the alarm of the local law enforcement.
