The Outsider
Also in this film, Jean-Paul Belmondo plays a cop who will do anything to help the cause of justice. His target is a huge narcotics gang based in Paris and Marseilles, led by an inaccessible (but not immortal) drug lord (Henry Silva). It's full of action and pursuit scenes on land and water, but the love interest portions are pretty minor.
