The Raging Tide

An assassination is committed against a San Francisco gangster by his rival, Bruno Felkin, who in a failed alibi plot reports the crime to Homicide Lieutenant Kelsey. In order to flee, he stows away on a fishing vessel. Bruno enlists Hamil Linder's wayward son Carl to operate his slot machines. Hamil Linder's son Carl is a fisherman who has strayed from the right path. Then Carl becomes interested in Connie, Bruno's girlfriend. The climax occurs during a storm at sea.
