A young judge named Steve Hardin is forced to confront his moral responsibilities as nasty offenders in his court are allowed to walk free as a result of cunning lawyers exploiting subtle loopholes in the law. Hardin believes he is completely powerless until he comes into The Star Chamber, a tiny organization of powerful men dedicated to a form of vigilante justice that differs from the norm. Taking place entirely behind closed doors in the strictest of secrecy, they determine their own penalty for those who have slipped through the cracks in the system without paying the price for their actions.
