Joe Pesci portrays Louie Kritski, a callous landlord who has been so careless in maintaining his ghetto flat that he has been threatened with jail time by the authorities. After considering his options, the judge decides that he must remain in his rat-infested hell hole until he can bring it up to liveable standards. The judge allows him 120 days, during which time Louie meets with many of his tenants, including drug dealer Marlon, who has been placed on supervised probation (Ruben Blades). After some time has passed, Louie becomes more sensitive to their plight and begins to recognize the consequences of his own rapaciousness. Big Lou Kritski (Vincent Gardenia) is the real owner of the land, and he refuses to spend money to clean it up despite Louie's entreaties to do so.
