Every day that passes without the killer being apprehended causes increasing fear among the populace. It's clear to Choi that this case could be his last opportunity to create a name for himself as an investigator, and he's prepared to take it. He and his former master Jang have agreed to do whatever it takes to apprehend the next most likely suspect in the case of the serial killer. This is exactly what happens when it appears that everyone is about to be exposed to all the filthy tricks, dark actions and terrible hidden dealings that have been going on for a long time. They begin to join, even though none of them are especially interested in finding out who killed their friend.
