The move was actually caused by the way money works. Certain Canadian tax breaks are only available for stories set in Canada. So, the move was needed to keep funding for the series. The show's creators decided to take on an executive role for the last two seasons, reviewing scripts and giving advice but not being as involved in the details as they were in the first two seasons. Margaret's voice was still done by Snowden, but Andy Hamilton was replaced by Brian George as Bob's voice actor.
