In the early 1980s, an FBI Agent is appointed to explore the murder of a respected teacher. With his examination, he discovers a crawler web of worldwide keys that has actually been thriving within university schools across America for decades. His examination takes him across the Pacific to the island nation of Taiwan, where with the help of the outspoken widow and a not likely spy, he learns that the Teacher's murder was not an arbitrary act, yet a determined step by a scandalous government intent on keeping its rotten activities under wraps.
